Personality: Salheer is perhaps the most cunning politician in the Yeerk Empire. He is calculating, brilliant, perceptive, and above all, manipulative. He wants what all men with power want: more power. He, like many Yeerks, looks for the day when the Yeerks will rule the whole galaxy. And he believes he has the ability to do it. He is a master of politics, both internal and external. He knows how to use the rivalries of the Vissers to his advantage and that of the empire. He also knows how to play his enemies against each other.
Salheer lacks the arrogance of many Yeerks. He is willing to learn from defeats. He studies his enemies obsessively until he is an expert on them. He will do absolutely anything to accomplish his goal, including risking his own well being.
Appearance: Salheer's host is not a large or imposing man; he stands only 5'5" and is somewhat thin as well. His eyes are a piercing blue. Anyone who meets Salheer's eyes would almost think he was in danger of being frozen in ice.
Family: None worth noting.

Background: Salheer was a young Yeerk during the first war for Earth, and was, in fact, not stationed on Earth at all. However, he was present for the defeat at Leera and later at the Yeerks' defeat by the Andalites in the battle for the Anati world. Salheer's intelligence and political prowess allowed him to soar through the Yeerk ranks, becoming a Sub-Visser, Visser, a member of the Counsel of Thirteen, and then, about ten years after the Yeerks' defeat on Earth, he became the Emperor of the Yeerk Empire.
Salheer has dedicated his life to undoing the past mistakes and foolishness of the Yeerk Empire. In an effort to do this, he has made his way to Earth under the guise of Sub-Visser 33 to observe the situation and see if the current commanders are up to the task. Salheer's true identity is known to only a very few; none of whom are anywhere near Earth.

Salheer stood before the other twelve Councilors. "It is time we learned from our mistakes," he said to them. "Far past time. I have been studying human history and have learned of an amusing tale. Many of them believe in a being called God. This God, they believe, created the universe and told them how to live in it.
"But humans were foolish. They disobeyed God. To steer them back onto the correct path, he brutally punished those who displeased him. When that did not prove sufficient, he sent prophets to explain his wishes to them. But these profits all failed. And in the end, he decided to go to them himself.
"I have made the same choice. Punishing the failed commanders is not having the desired effects. And our orders are innefffectual. So I will go to Earth myself. I will not allow us to make the same mistakes we made the first time. I will not allow us to fail. Earth will be ours. And then the rest of the galaxy will follow."
