Salheer nodded. "An alliance is the first step that must be taken. The details of such an alliance are, of course, best left up to the two of you. As for our actions against our enemies...that is a difficult one. Overt action is forbidden by the Counsel of Thirteen, and for very good reasons. The Emperor would be...displeased...if his officers resorted to open battle over petty matters such as these."

He turned to the other two. <And after the alliance? What then? Stop stalling.> He glared at Salheer, his arms crossed over his chest.

"That, we can't know for sure. I would like to think that after it is over, we'll find that we make quite the team." He paused, relieved that the pain in his knee had subdued for the moment. "So, what do you say? Shall we join forces and see if we can't make life miserable for Visser 42 and those he hides behind?"

Salheer nodded. "The alliance is the first step. And to be quite honest, I do not much care what happens afterwards. That, Visser Two, would be entirely up to you. There is very little that Irwit One-Six-Five-Five will gain from destroying Essak Three-Two-Nine aside from personal satisfaction. True, Esplin Nine-Four-Six-Six's death will advance his station, but not to any considerable extent. You, however, will almost certainly become the new Visser One. And with that much power, you will be fully in control and may decide what to do from there."

Iwirt nodded when Visser 2 was done speaking. "It was nice meeting you, Visser 2. It has been a pleasure, and I have some business to take care of." He paused as yet another wave of pain surged up his knee. "First, however, I need to get this knee surgically repaired..." With that, Visser 24 turned and started to limp away.

Salheer smiled to himself; mostly because he rarely smiled visibly. Perhaps I should be disturbed that these, my generals, are so easily manipulated. Once I show the recording of this meeting to Essak Three-Two-Nine and Esplin Nine-Four-Six-Six, they will ally; which will certainly show Visser Two that he has no choice. it is all falling into place very nicely. Very nicely indeed.
Salheer sealed down the bridge; he did not want anyone to see what he was about to do next. He thought about how easily he was twisting his subordinates. And about the bloodbath he would soon cause. There was only one thing to do, really. He spread his arms, threw his head back, and cackled like a lunatic.

Visser Two of course was not so easily fooled. He had stopped just outside the room and morphed a small mouse, then snuck back into the room, listening as Salheer cackled. He knew that laugh. It was the laugh of one who believed his greatest plan had just succeeded. His eyes narrowed and he crawled out into the middle of the floor. <You think me such a fool, Salheer!?> He demorphed in a flash and his blade was instantly at the Sub Visser's neck, a calm anger in his eyes.

"Far from it," Salheer said as calmly as he could with Visser Two's voice booming in his head. "You are the key to my success; and I would never rest so much on one I thought foolish. No, Visser Two, I chose to have Irwit One-Six-Five-Five approach you because you are perhaps the only Visser on this planet who is not a fool.
"Esplin Nine-Four-Six-Six has only become more and more degraded as time has passed. Guraff Four-Two-Seven, his crutch, is old and weak now. Essak Three-Two-Nine cares only for his sciences. Irwit One-Six-Five-Five cares only for his base passions and wants. All of them are idiots, fools, and useless. But not you, Visser Two.
"You are the greatest warrior in our empire today. And contrary to the common belief, you are also highly intelligent. I intend to see you as Visser One; perhaps as even more. And Irwit One-Six-Five-Five, the fool that he is, believes that I care about his success. This is why I laugh, Visser Two. Would you not laugh as well?"

He narrowed his eyes. <Very well, Salheer. I will join forces with you to destroy them. But know this, the second you betray me...> His tail was quicker than Salheer's host's eyes could see, but it stopped just as it touched the side of Salheer's head. <I will cut you out of that host and grind you beneath my hoof.> He turned and continued out, this time his hoof beats echoed all the way down the hall.
